CLIMATE WON’T wait for “politics as usual”

 
 

Extinction Rebellion’s third demand is that government must create and be directed by the decisions of a citizens’ assembly on climate and ecological justice.

Decades of inadequate political action have led to a climate and ecological emergency that poses an unprecedented existential threat to humanity and all life on Earth — “politics as usual” will not meet the challenge we face.

 
 
 
 

What is a citizens’ Assembly

A Citizens’ Assembly (CA) brings together a representative cross-section of residents - regardless of citizenship status - to learn from experts, deliberate together, and make policy recommendations. Unlike a political poll or town hall, an assembly involves an extensive learning period in which members interact with experts, stakeholders, and the broader public in order to form balanced judgments. Throughout the process, trained facilitators ensure that all voices are heard and that dialogue remains constructive. This structure and setting help de-escalate heated ideological divisions, reduce the impact of misinformation, and is conducive to learning about complex topics. They are organized and managed by expert third-parties, not by government bodies or by any partisan or special interest group.

Additionally, NYC environmental justice organizations would be asked to provide expert testimony to the Assembly. Both the composition and the design thus ensure that those most affected by the crisis have the central seat at the policy-making table.

Proven to address complex & polarizing issues


Following two extraordinary national assemblies, Ireland legalized marriage equality in 2015 and abortion rights in 2018. Other assemblies have addressed electoral reform, healthcare, affordable housing, corruption, and public safety.

There is compelling evidence showing that citizens’ recommendations are influencing policy. In 55 cases analyzed by OECD, three-quarters (76%) of processes resulted in the adoption of over half of citizens´ recommendations. In one-third (36%) of cases, all recommendations were implemented.

 
 

A global Citizens’ Assembly movement


There have been over 500 cases of Citizens’ Assemblies and other deliberative processes happening around the world. National, regional, and local climate assemblies have been held in France, Spain, the UK, Ireland, Finland, Germany, Scotland, and Denmark. Most recently, Milan, Paris, and East Brussels have established permanent assemblies in their governments, with Milian’s solely focusing on climate. The OECD has described this upsurge of innovative democratic practices as a “Deliberative Wave.”

To mitigate and adapt to the climate emergency, the residents of New York need to be at the center of charting a resilient pathway forward. To do this, Extinction Rebellion is galvanizing a movement of political actors, community-based organizations, media outlets, and everyday New Yorkers to establish a Citizens’ Assembly on Climate and Ecological Justice.
